Request for Qualifications (RFQ):
Grants Coordinator
British Columbia Museums Association has issued this second Request for
Qualifications (RFQ) to interested and qualified museum professionals for
the contracted position of “Grants Coordinator”.
Deadline: Must be received by 5:00 pm, Thursday, March 31, 2005.
Brief Description:
B.C. Museums Association, (BCMA), the provincial parent association of
museums and galleries in B.C. since 1957, in partnership with the British
Columbia Arts Council, (BCAC), has successfully administered and delivered
BCAC’s “Operating Assistance for Public Museums Program” for the past nine
years and has just renewed this arrangement for 2005-06. The Program has
also entered the second of a joint two-year Program Review.
Reporting to BCMA’s Executive Director, the Grants Coordinator will assume
responsibility for the administration and delivery of the Program.
Term:
Candidates must be available to start immediately.
Contract is to run 12 months, from April 2005 to March 31, 2006, and is
renewable, subject to annual service review and continued renewal of the
Program with BCAC. This contract does not preclude concurrent consulting
retainers from other sources, providing they are not with Program clients.
Contract Fee:
Contract is $32,620.
An additional $3,200 for subcontracting a temporary “Grants Assistant” and
a travel allowance are also provided.
Responsibilities:
- Provide advice to current and would-be clients on all aspects of the
Program, through various means including personal meetings, workshops
and site visits;
- Maintain relevant information on the Program, as well as other Programs
of the Cultural Services Branch (CSB), and BCAC;
- Respond to BCAC requests for information, as required;
- Ensure the efficient flow of pertinent information between the BCMA and
the BCAC;
- Ensure that the general membership of the BCMA, as well as non-
members, is appraised of the BCMA’s role in the administration and delivery
of the Program;
- Promote Program application accessibility and deadlines;
- Receive and process operating assistance applications, ensuring eligibility,
accuracy and completeness;
- Recruit, train and supervise a temporary Grants Assistant for the efficient
processing of client applications;
- Prepare, distribute and represent applications to the adjudication panel,
and in general, support the needs of the adjudication system;
- Through consultation with the BCAC, ensure that the peer adjudication
system remains fair, equitable and fully independent;
- Monitoring compliance with terms and conditions related to award
recommendations;
- Conveying program application decisions and all correspondence to clients
of the Program;
- Assist in conducting and completing any required Program Review;
- Complete a written annual report for BCMA / BCAC and interim Program
updates as required.
Qualifications:
Respondents are required to submit a specific, maximum 2-page “Statement
of Qualifications” directly related to the above Program tasks and objectives,
including:
- Proven experience in successful program administration requiring client
liaison, application process(es), budget analysis and assessment for
representation to a peer adjudication panel;
- Previous government program administration and delivery experience;
- Formal training and/or practical experience with the operation of a
museum in an administrative and/or management capacity, with a working
knowledge of best practices, procedures, and costs and revenue-generation
involved in museum operations;
- Extent of your current working knowledge of, and relationship(s) within,
the BC museums community;
- IT capabilities and/or training, including databases, online applications,
client orientation and support;
- Excellent written analysis, recommendation, reporting and communication
skills;
- Discretion, diplomacy, consultancy and verbal communication skills are
essential.
