Interactive Section label, or just go to

I have been trying to fill out the CMA application form with
some frustration.
When I re-enter my email and password to access the application
in progress, I get the following: The e-mail address and password you
entered have already been registered. You must specify a new password to
continue.
My understanding is, that the email and pass word is supposed to
allow you to access your work in progress?
Has anyone else had trouble with this application?
