[Bcma-l] RE: Kamloops Museum Association is no more

I saw quite a bit of what led to the Vancouver Museum debacle - albeit from 
a distance. As I recall, that institution was caught-up in the 1970s-80s 
trend towards full cost-recovery so loved by supply side economists and so 
eagerly adopted by museum boards appointed from the local business 
communities. In the VM case, such a board, led by a local financial guru, 
finally found a director just as committed to this course despite absolutely 
no evidence that the Museum could ever find enough revenues or patrons 
anywhere to pay the bills. Hence, like many a "business" with its back to 
the wall, it relied on lowering costs through cutting staff and programmes, 
which in turn brought the roof down on the Board and director's heads. In 
the end, the City stepped-in and saved the Museum (after a major outside 
consultant report). In truth, the City of Vancouver never should have 
loosened its grip on the institution as it did twenty years earlier, and had 
to face the chickens coming home to roost. The moral of the story? Museums 
in Canada are too economically fragile and too susceptible to local 
enthusiasms to be left to go on their own - at least as far as their 
governance is concerned.

Obviously the Kamloops experience is unique in itself. But my thoughts above 
give at least some interpretation to what happened to the VM.
