We received 1/2 from HRSDC and so far 1/2 from YCW, which is great. I =
have no idea what we did right or wrong. I"m frustrated that funding was =
not more evenly spread out among the museum community. The criteria and =
point system sound absurd. I've heard some have turned down funds from =
YCW as they have more HRSDC funding than they've every received before! =
I wonder if YCW has a 'B' list???
Three years ago we were unsuccessful and scrambled to find funding. We =
heard 'new projects' and 'logging' were the key categories. The Visitor =
Centre, which was just starting out, got 3 students funded and other =
local organizations received nothing after many years of successful =
applications. Fortunately our President, who regularly attended Tourism =
meetings, voiced our concern. In the end we partnered with Tourism and =
another local cultural organization on a joint application and managed =
to get enough to fund one student. When our local CCRD board heard about =
others not getting funds, they decided to turn down their student =
funding and requested it go to one of the others. However, there was no =
such thing as a 'B' list or it went to another community.=20
HRSDC and YCW obviously don't realize how heavily we rely upon them. How =
many of us include those funds in projected budgets! It not only means =
closed or reduced summer hours. Money earned by museums during the =
summer is crucial for year round programs, maintenance, summer start-up =
costs etc. Not to mention the loss to students. As a History/Poli. Sci. =
student I finally got a museum summer job as a grad student, and it was =
the most rewarding position, leading to my current job in Bella Coola. I =
was turned down many times before that job. There just weren't enough =
positions, ie: funding, to go around. Students want and need these jobs, =
museums greatly need the funding. What's going on!

Nicola Valley Museum requested three students and was unsuccessful. =

We questioned Jason Smith at Service Canada and he went over our =
scoring with us, in some areas, all of B.C. received a "0" on certain =
questions, ie. Project activities are directed toward members of and =
support the vitality of an Official Language Minority Community. i.e., =
Jobs in high crime areas, we received a "0" out of 4=20
So in some questions, we had no opportunity to score higher. How this =
puts everyone on an even footing is questionable.

One question, in particular, "Employer focuses on the provision of =
services to the following:

Provision of services to persons with disabilities, recent immigrants, =
Aboriginals, visible minorities etc., we scored a 0 out of 10 because =
museums don't cater to any one group and are not specifically focused as =
we serve anyone and everyone. This was the opinion of Service Canada???? =
We did indicate on our application that we have a very large =
multicultural community (Aboriginals and Indo Canadians) and all =
applicants were considered. =20
My curiosity is how the local swim club received funding for 2 =
students, when they service a small "members only" group???

We did voice our dismay to Service Canada, who gave me the link to the =
Office of the Fairness Advisor. I also contacted, Harry Lali (our local =
MLA's office) who advised they had nothing to do with the grants, but =
advised that I should call our MP's office (Stockwell Day) We did this =
two days ago and no one has got back to us. We will try again today.=20

One organization got three students but had to commit to hiring two =
Aboriginal students. =20
=20
Out of five successful local organizations (the ones we know) ten =
students were hired. =20
=20
There appears to be enough funding to enable everyone to get at least =
one student so it is a bit disheartening when someone gets 6 or 3 or 2 =
and some organizations don't get any.
