Strategic human resource management is vital in the creation of positive an=
d supportive working environments in which the dedicated, creative professi=
onals who animate the cultural sector can thrive. This course examines best=
 practices in HR planning and management with an emphasis on the interconne=
cted needs of the individual and the institution, and strengthens your capa=
city to interact with and supervise museum, heritage, and other cultural wo=
rkers as you develop your understanding of:

 *   the changing cultural workforce
 *   organizational structure and dynamics
 *   approaches to leadership and decision-making
 *   governance and HR policy development
 *   competency development through recruitment, selection and management
 *   performance planning, evaluation and supervision

Instructor: Sibyl Frei

Sibyl started DeGros Marsh Consulting in 2001 with the intention of combini=
ng her management skills and her long-standing commitment to sustaining vib=
rant and healthy communities. Sibyl has extensive experience in project man=
agement, research, program review and evaluation, writing and editing, and =
facilitation, and a commitment to excellence in her work. She has gained th=
ese skills through both paid and volunteer work in a variety of sectors. Fo=
r ten years, Sibyl was the co-owner and managing editor of Ragweed Press / =
gynergy books, publishing Atlantic regional fiction and non-fiction, childr=
en's literature and feminist non-fiction. Prior to that, she worked in comm=
unity economic development, with an emphasis on working with First Nation c=
ommunities. In addition, Sibyl has over thirty years of experience serving =
on Boards and in other capacities in a broad range of non-profit organizati=
ons. Sibyl has a B.Sc. in physical science, and a Master of Adult Education=
, with a focus on arts management. She has a Certified Professional Facilit=
ator designation from the International Association of Facilitators.

Sibyl served as Project Coordinator for the  Creative Management Project wi=
th the Cultural Human Resources Council, guiding several initiatives includ=
ing serving as consultant and writer for "Cultural Management as a Career,"=
 and researcher and writer for the "Mentorship Strategy for Managers and Ad=
ministrators of Cultural Organizations."



Course goals:

 *   Explain the basic elements of organizational structure and the
internal dynamics of organizations with an emphasis on cultural
organizations.
 *   Describe the role of governance and the development of HR
policies within a cultural resource management context.
 *   Create human resource policies and practices that are
consistent with the Canadian legal framework.
 *   Provide an overview of the cultural sector in Canada, the
characteristics of the cultural workforce and the HR management issues
in the nonprofit cultural organizations.
 *   Describe and apply the main functions of human resource
management including: planning for succession, staffing (recruitment and
selection), development (training, continuing professional education and
competency development), compensation, and performance management.
 *   Use a range of approaches to leadership and decision-making.
 *   Manage communications and conflict resolution.
 *   Integrate and manage volunteers and contract employees
(seasonal employees and term employees and employees hired for special
projects) in the organization.
 *   Apply ethical standards and create professional expectations
and accountability.

 *   Unit 1 Introductions and overview of the course: core values and
concepts in human resource management
 *   Unit 2 Organizational structure, dynamics and the human resource
management function
 *   Unit 3 Canadian cultural sector workforce, special issues and
human resource development
 *   Unit 4 The legal context of the human resource function
 *   Unit 5 The staffing function: How to attract and select the best
employees for the organization
 *   Unit 6 Volunteers and contract employees: a special case
 *   Unit 7 The development function: making sure the organization
enhances employee competencies
 *   Unit 8 Motivation, job design and managing for performance
 *   Unit 9 Coaching, mentoring and succession planning
 *   Unit 10 Dealing with challenge, conflict and discipline
