NATURAL RESOURCES EMBEDDED IN THIS RICH LAND. YESTERDAY AND TODAY
HISTORIC AND MULTICULTURAL. GEOGRAPHICAL AND ENVIRONMENTAL.
INDUSTRIAL AND COMMERCIAL. THIS IS THE AUTHENTIC BRITISH COLUMBIA.
PEOPLE INEXTRICABLY LINKED TO THE WATER, THE LAND, THE RAIN, THE
MOUNTAINS, THE FOREST AND THE FOG. PEOPLE LINKED TOGETHER IN BUILDING

- AN INVITATION
Vancouver Convention Centre Expansion Project Ltd ("VCCEP"), as owner =
and project
manager of the Vancouver Convention Centre Expansion Project (the =
"Project") is issuing
this Call To Artists ("Call") to initiate the first of a two-stage =
selection process to identify
artwork for this landmark facility. With this project the City and =
Province are given a unique
opportunity to showcase its own, its finest, with artworks that are as =
beautiful and
compelling as they are sophisticated.
The artwork program intends to commission distinctive, urban scale, =
meritorious works by
exemplary Canadian and British Columbia artists for select locations =
within the Project. The
artworks will reflect the innovation and excellence of the Province and =
the country as
expressed through the artists' interpretation of the Vision Statement =
with a focus on the
ideals of creative endeavour and determination as conveyed through the =
motifs of dreams,
memory, and celebration.
Professional artists are invited to submit their credentials for =
consideration by VCCEP.
Artists who are experienced in creating large, permanent, urban scale =
works for interior and
exterior locations and artists who have worked in collaborative projects =
are invited to enter.
With one exception, this Call is restricted to Canadian artists (artists =
born in Canada or
permanent residents of Canada) with an emphasis on artists with a strong =
connection
through birth or residency to British Columbia. One location has been =
reserved for potential
inclusion of an international artist to promote a global dialogue.
In Stage 1, VCCEP is seeking artists to submit slides, resumes, a =
statement of interest, and
a completed Agreement to Propose & Consent Form. VCCEP is NOT asking for =
concepts
at this stage and those proponents who enter concepts, design =
submissions or propose
existing works for purchase will have their entries returned and will =
not receive further
consideration. This Call is intended to commission site specific new =
works for the Project.
Artists may advance in the program based on a professional review of =
their qualifications,
profile and past work. Future commissions will be awarded following a =
second stage,
whereby artists are interviewed and concepts may be submitted. The =
outcome of the
interviews, appropriateness of the concepts, the suitability of the =
works for each location,
and the innovative way in which the artist interprets the vision =
statement will all be
considered as part of the Stage 2 assessment.
The Project is located on the Vancouver waterfront and will be linked to =
the existing
Vancouver Convention and Exhibition Centre in Canada Place. The =
completed Project will
provide an international stage for Canadian culture and commerce.
We offer an opportunity for the finest creative minds of today to =
participate in
the interpretation of this vision through the making of iconic artworks =
within
this landmark project.

ELIGIBILITY
To be eligible for this program, applicants must be professional =
artists; that is, artists
who are recognized as such by their peers, who have specialized training =
in the field, and
who have a history of public exhibition (exhibitions in museums and =
public galleries). This is
a call for credentials for:
Canadian artists, and especially artists born or resident in B.C.
Non-Canadian artists experienced in the creation of large-scale outdoor =
permanent
sculpture. (consideration for one site only)
OBJECTIVES
The objectives for commissioning fine art for the Project are:
=B7 To enhance the Project and to reinforce its international importance =
in one
of the world's most beautiful cities;
=B7 To integrate fine art into the Project building in a meaningful way, =
thus
individualizing this development, reinforcing its unique sense of place =
and
presenting strong visual cues for visitors and workers;
=B7 To provide high quality (based on professional assessment) =
distinctive
artworks; and
=B7 To encourage collaboration and consultation with the Project team, =
in a
manner which complements and enhances the building and its
environment in a compelling way. Collaboration with poets and writers
may take place during project development.
SELECTION PROCESS
A two-stage selection process for the commissioning of public art has =
been
devised to ensure:
=B7 a professional and arm's-length evaluation process;
=B7 the aesthetic quality of the art;
=B7 the relevance of the art to the Project site in Vancouver;
=B7 that the final commissions can be implemented within the Project's =
art
budget.
VCCEP, at its sole discretion, and based on the recommendations of its
professional advisors, may choose to award a fine art commission to any =
individual
artist, a group of artists working collaboratively, or to award no =
commissions at all for
any or all locations.

EVALUATION CRITERIA
Each candidate will be evaluated on the basis of the following:
=B7 Meets eligibility requirements.
=B7 A demonstrated strong sense of scale through past work.
=B7 Evidence of creativity/originality/practicality in previous work.
=B7 Confirmation of ability to work within a team environment, with a
generosity of spirit and patience.
=B7 Proven track record and ability to complete projects on time and =
within
budgets (either public art commissions or museum and gallery projects).
Professional standing by peer or art expert reference will be =
considered.
VCCEP may also take into consideration information in the public domain =
about any
artists' history and work.
Stage 2 assessment will include consideration of the manner whereby the =
artist
interprets or reflects on the themes described in the Vision Statement.
STAGE 1: CALL TO ARTISTS & ASSESSMENT
Stage 1 is an open call to artists who must submit a signed Agreement to
Propose & Consent Form and the materials as described in the Call to =
Artists Entry
Requirements. Each entry will be reviewed by the VCCEP working group. An
assessment will be made of each candidate against the eligibility =
criteria.
The majority of commissions will be available to Canadian artists (born =
in
Canada, permanent residents and landed immigrants). Preference will be =
given to BC
artists. One location has been designated as open to artists outside =
Canada.
The decisions of the jury for VCCEP will incorporate professional advice =
on aesthetic
issues as well as practical considerations concerning construction, =
facility operations and
future maintenance.

CALL TO ARTISTS ENTRY REQUIREMENTS
REQUIRED SUBMITTALS
1. Signed Agreement to Propose & Consent Form. (Submissions that do not =
include
a signed Agreement to Propose will be disqualified). Emailed submissions =
must
include a pdf of the Signed agreement to Propose and Consent. Ensure =
that you
note if you are a Canadian or non-Canadian artist.
2. Image Submission: 3 copies of CD containing digital images on PC =
compatible CD.
JPEG format with 300 DPI Each image on the CD must clearly identify the =
title of
the artwork, location, media, size and other relevant information. Each =
CD must be
clearly labelled with the artists' name and email address. The table in =
the
Agreement to Propose & Consent Form may be used to provide a description =
of
each work including size, date, media, location of installation (if =
applicable) and
title. For commissioned works, please provide a note with the name of =
the
commissioning body. Please submit not more than 12 images illustrating =
work
completed within the last 10 years.
3. Hard Copy: Eight (8) copies of a current c/v or resume on 8 =BD" x =
11" white paper,
unbound, unstapled not more than 6 pages in length. List museum/ public =
gallery
exhibitions. This may include one page that indicates reasons for your =
interest in
this Project.
Digital File Transfer: CV and letter of interest as noted above in pdf =
format (must
be readable on a pc).
4. Your name, address, daytime telephone and fax number, evening =
telephone
number (including area codes), email address and (if you have one) your =
web
page address.
5. The names, addresses, telephone numbers and email addresses of three =
art
professional references. If you have completed public art projects in =
the past, the
contact name for the commissioning body (private or public) should be =
included
along with the name of the project manager. Note that these individuals =
may be
contacted should you be considered for advancement to future stages of =
the
selection process.
6. Submissions must be received not later than 3:00 pm PST February 18, =
2008.
Artists are solely responsible for the timely receipt of their =
submissions.

7. It is expected that artist selection will be complete by April 2008. =
The selection
process and contracting of the art commissions will be conducted in =
accordance
with the development schedule for the Project.

Artists are responsible for the timely submission of their entries. =
VCCEP thanks all
respondents for their submissions but regret that only advancing Stage 2
proponents will be contacted. Submissions will not be returned. VCCEP =
has sole
discretion in selecting Finalists. Beyond formal notification, neither =
VCCEP nor
the art consultant will enter into any correspondence regarding their =
decision.

Submissions that do NOT include a completed

Terms and Conditions
Each artist, or if the artist is forming a team, each artist team =
member, must complete this form
and return it to VCCEP along with their submission. Submissions must be =
received not later than
3:00PM (Pacific Standard Time) on February 18, 2008.

I, the undersigned artist, hereby declare that I have read the Call to =
Artists Public Art for the
Vancouver Convention Centre Expansion Project and that I am submitting =
my credentials for
review. Should the submission of these credentials not result in =
advancement to future stages of
the selection process for the integrated art, I shall not hold any agent =
or employee of VCCEP, the
VCCEP art committee, or the Public Art Consultant /Administrator =
personally liable.
I stipulate and agree that under no circumstances may I or my =
representatives or others acting
for me, lobby members of VCCEP, the VCCEP public art jury, the public =
art consultant or engage
others to lobby on my behalf for advancement in the selection or for a =
commission.
I understand that all decisions made by VCCEP are final. The number of =
commissions to be
contracted are at the sole discretion of VCCEP.

to commission distinctive, urban scale, meritorious works by</FONT>

exemplary Canadian and =
British Columbia artists for select locations within the Project. =

innovation and excellence of the Province and the country as</FONT>

invited to submit their credentials for consideration by VCCEP.</FONT>

in creating large, permanent, urban scale works for interior and</FONT>

<BR><FONT COLOR=3D"#000000" FACE=3D"Arial">exterior locations and =
artists who have worked in collaborative projects are invited to =
enter.</FONT>

<BR><FONT COLOR=3D"#000000" FACE=3D"Arial">With one exception, this Call =
is restricted to Canadian artists (artists born in Canada or</FONT>

<BR><FONT COLOR=3D"#000000" FACE=3D"Arial">permanent residents of =
Canada) with an emphasis on artists with a strong connection</FONT>

through birth or residency to =
British Columbia. One location has been reserved for potential

artist to promote a global dialogue.</FONT>

artists to submit slides, resumes, a statement of interest, and</FONT>

a completed Agreement to =
Propose &amp; Consent Form. VCCEP is NOT asking for concepts

proponents who enter concepts, design submissions or propose</FONT>

intended to commission site specific new works for the Project.

profile and past work. Future =
commissions will be awarded following a second stage,

interviewed and concepts may be submitted. The outcome of the

of the concepts, the suitability of the works for each location,</FONT>
