Dear Colleagues:

RE:  One More Foray into the abyss of Grants and Government support for
Cultural institutions

=20

Now that we know: =20

*	the BCMA executive feels that they have done their job in terms
of lobbying,=20
*	that several people, including myself and the executive, think
that there are major problems with the granting systems and adjudication
of funding from the already established Government distribution sources
*	that Government votes on distribution of funding for April 1st
of each year
*	that cultural institutions are profitable elements of our social
and economic environment=20
*	that there is a seeming disparity between institutions
*	that there does not seem to be a solution being proffered

=20

Is it time for us, as a group, to seek out and define solutions that the
will be addressed by society? Do we actually have a solution identified
and which forms a strategy for lobbying that we all somewhat agree upon?
Perhaps this is not clear to me as a viewer of the general discussions
and is why I am returning to the discussion.

=20

When I originally addressed this issue, it was to seek out solutions,
not just to complain - I've done enough of that.

=20

One solution that has been brought forward is to change the timing of
when the funding for Young Canada Works in Heritage Institutions and for
Canada Summer Jobs is distributed.  Changing this to a December date,
rather than May or June, would make much more sense and would actually
put the user into a more business like position for planning and
carrying out objectives.

            Problem:  funds are voted and Governments don't like to have
funding obligations carried between years

=20

An adjunct to the above would be to place the funds into the hands of a
group that would be responsible for distribution of the funding.

=20

            Problem:  Governments do no like to be placed into a
position where they are obliged to carry on funding anything to any
group.

=20

Another solution was put forward - establish a Foundation (sub-plot of
the above) into which Government places money for distribution. =20

=20

            Problem:  Foundations are independent and any funding being
distributed would not necessarily go towards Government devised
strategies.

            Problem:  Foundations are viewed as less open to public
scrutiny.=20

=20

I am certain that others might have strategies that could work.  The
success of Foundations is in their constitution and management - the
development of which could be an open and public input process that
would be guided by the concerns of the group.  There are lots of models
out there that could form the basis for discussion. =20

One of the problems that I see is that institutions, small and large,
have individual strategies for growth of the funding base.  This creates
a competition for slim pickings, both in the general market place, as
well as for grants.  It creates a general development structure that
sees both large and small institutions following similar exhibit,
analysis and housing strategies for collections.  Just look at the world
class institutions - they are all starting to look like they were
plucked from the same alien world.  But, trends in museums and galleries
are a fact of our lives.  The other fact is that support of these
institutions often falls to people who began with a dedication to the
understanding, preservation and presentation of the Cultures of
humanity, not to writing grants, manipulating politics or to smoozing
with the powers that be in order to achieve this.  I am suggesting that
we develop the strategy collectively and in as clear a manner as
possible so that when we lobby, it is not just a complaint, but a
solution to a problem.

Another issue that has been addressed is age (15 to 30) and function
(student) discrimination for Young Canada Works and Canada Summer Jobs.
The funding of these two programs is based on an overall government
imperative to assist young people gain experience in the work force and
is associated with other programs that the Government funds.  I question
the rationale at this point because the demographics of our area
indicate that there are less young people and more older people in need
of the funding support - it is not the same as when the programs were
instituted.  This has been making it very difficult to find employees
even when funds are made available - at least in our area (and $8 an
hour does not attract flies these days) - which has been the case for
about five to eight years.  The combination of late arrival of funds and
a specific aspect (student, age groups) of individuals that can be hired
leads to a lot of wasted time, soliciting for employees, reviewing
resumes, and  interviewing - something that is not considered as an
aspect of these grants.  I had to solicit three different times because
those I chose had found jobs by the time I had the funding secured.  I
also had to return the offer of funds for three placements because after
the third round of soliciting I did not have the time, nor did I have
neither the energy nor the rationale for continuing to seek employees.
In other words, I wasted the time writing the grants, reviewing resumes,
carrying out interviews, hiring people, going back to solicit some more,
etc.  This is not a productive way in which to carry out business and
makes me question the use of the programs.  However, there are political
reasons for going through all of the associated work - it looks good in
the press and you might actually have an advantage with the worker on
hand.  But, then there is the entire training element each year.  One
hopes that the worker will go on to stay as a member of the community,
but there is not a lot of opportunity.  Our jobs as cultural workers are
undervalued in relation to the return to the general society.  And, many
of us look at it in this light - volunteers, volunteers, volunteers.  I
would like to see someone in the manufacturing field stand up and
indicate that they spend 20 to 30 hours a month volunteering to carry
out the manufacturing of an object - you will never see that.  However,
how many of you spend an extra hour or two a day plugging away because
you feel it is important?

Again, sorry for this lengthy dialogue, my intent is to stimulate the
development of a solution to a problem that most of us face.  As I near
retirement, I can not help but think - just let it go - but do I really
want the next generation of museum workers to be a slave to this yearly
feeding frenzy at the grants trough?  NO.  I would rather have them
devote their time to the work that they have been trained to carry out.

While the age limit also worked against me, the "returning student"
clause was a further impediment.  When I returned from doing my MA in
art history/museum studies from the Courtauld Institute in London,
England, I discovered I was not eligible for any of these positions. My
MA was an intensive nine months from start to finish (including
dissertation) and I returned to Canada with my completed degree. This is
not unusual for MA degrees granted in the UK. =20

I did this degree in the hope of making a career in museums/galleries
and I was keenly aware that I needed to develop local
profession-specific contacts and experience. I found I needed a number
of volunteer positions to get at least some of the practical gallery
experience I needed. In the end, I don't think I found a substitute for
an internship or a student job. As a result, I have told my students
that they need to start strategizing about their careers. They need to
be aware that there are employment opportunities that are available now,
which may not be there later.  (That said, in an economy where students
have various options with higher salaries, it is advice that is
difficult to hear).

	Thank you all for bringing up this issue.  For some of us, even
in a large institution, this is a very important source of staff hours.
In the past, I have had to decline funding when I could not find a
suitable candidate.  This really hurts and hopefully could be avoided.

	Young Canada Works! Has been a wonderful program and we are very
thankful for every cent that we get.  It would be just so much easier if
we could be notified of approval in a more timely fashion.

	The issue of age is also important.  Students who are in the
process of changing career or in graduate school are frequently past the
age limit and should be considered.  I am usually searching for students
of librarianship and archival studies - the average age of students in
these programs is 35.

	Please let me know what to sign, to whom I should address my
distress.  I think that this is an important issue for the BCMA to
address.

	I would also put forth it is not just BC North and Interior
museums that are finding student recruitment difficult.  In Maple Ridge
we received enough applications to fill the positions that were funded
by Canada Summer Jobs however by the time we can actually confirm with
our new hires that the funding is in - they have taken other jobs that
start earlier and pay more.

	In a labour market like the lower mainland, where there are more
jobs than qualified people to taken them, even our local Dairy Queen has
upped the starting wage to $11.00 per hour to start.  It is really great
that the money is there for us this year and that heritage was added as
a CSJ priority to help ensure that money is there, however it is not
helpful if we can not find the good students to fill the jobs!

	I think there is something to seriously be addressed the BCMA
here.  That CSJ and YCW need to address the need for funding
confirmations early and in a more stable manner.  I believe that a
strongly worded letter from the BCMA indicating the memberships concerns
is the MINIMUM that should be done. If the BCMA is not willing to act as
our agent on this issue perhaps we can draft a letter to our MP's with
our concerns and ask for a review of the funding timelines.

	I cannot agree more with what Rosaleen Ward put forward with
regard to funding.  I would suggest a series of changes with regard to
grant funding for the museum/library fields that depend on summer grant
programs to operate.  It has been increasingly difficult to staff
positions in the north.  The Businesses at Barkerville have been feeling
the crunch as well, as students and young people find positions that are
more financially rewarding prior to the disbursement of grants.  This
has been going on in the business world for a little longer, but is
similar to the issues we in the museum community have been feeling for
several years - outside of the normal issue of having funding
distributed at the wrong time of the year and inconsistently - there are
not sufficient young people to operate effectively and the wages are not
sufficient to attract young people from other more lucrative
opportunities.

	=20

	Governments operate on a yearly budget - voted on usually at the
beginning of April or thereabouts.  Any delays in distribution of voted
funds are reflected in late adjudication of any grants.  This is a huge
problem for recruitment purposes and for being able to sustain a normal
planning phase for the work flow.  If grants were voted on for
distribution prior to April 1st - say by the end of December, then we
would be able to recruit with confidence that we can actually hire
someone to carry out a plan.  As it is, we scramble each year when the
funds come down for both students and getting our programs in place.
Last year was a nightmare.  This year, notifications were actually
faster for Young Canada Works, but a little on the slow side for Canada
Summer Jobs.  The design of these grants is not for the consumer, but
for the voter.  The amounts actually distributed are relatively small
compared with most other Government expenditures, especially in light of
the fact that cultural institutions add tremendously to the economy in
relationship to real costs - especially in non-suburban areas where they
help circulate money in regions where boom and bust is a fact of life,
but also the back bone of the general Canadian economy.  Grants could be
simplified by establishing a body that the funds could be transferred to
in the year prior to the actual expenditures.  It is not like we would
be distributing huge sums of money or setting up a body that does not
already exist if it was say the BCMA or the CMA. =20

	=20

	Another issue that I have with the granting system is the age
limits.  I have been told by workers in the agencies that this would
never change.  Not only are age limits discriminatory for older
students/people, it limits our ability to fill positions in an economy
where young people are no longer the group that should be targeted.

	=20

	Another issue that is part of the problem is that Governments
also fear having employees and try to guard against this by not entering
situations where they are obliged to support an institution.  There is
the fear of having to have large payouts for laying off people; fear of
coherent collective actions that might be a cost burden to the tax
payer; fear of having a capital/operational cost and a potential threat
to their mandate and a fear that anything that does not have an
immediately visible return (i.e. I will sell you this bag of chips for
$1 and I get $0.30 cents for doing so).  Analysis of cultural value in
real dollars has demonstrated time and time again, that having a well
functioning cultural institution that works with other elements of our
society provides not only the ephemeral emotional aspects of respect for
history/ideas/ideals/creativity, etc. but pays off in cash.  I am still
trying to figure out why Scotland with not much more population and a
lot less land mass (than B.C.) can put in five times as much money into
heritage - remember this is Scotland, the land with the reputation for
having people who are quite prudent in their expenditures.  As a tax
payer, I can see the obligation point.  But, I can also understand
economics that point to a better method of dealing with the Cultural
situation.  In the past I have suggested that a Foundation be
established for this purpose into which Governments might place
endowments with the aim towards stability in the Cultural sector.  But,
this was not commented on, except for one person who indicated that they
did not want to have another foundation.  But, I have not heard any
other suggestions to effect change.  Is the status quo suitable then?
Is this what people in the Cultural sector want - late grants and no
employees?  Or, are these concerns only for people like Rosaleen and
myself - in the frozen north? =20

	For some organizations the confirmation of funding has come too
late - many of the students here in the northern communities have
already found positions.  Museums and libraries received calls saying
that they would probably receive funding but the confirmation did not
come through for another 3 - 4 weeks.  I have heard this is because the
government was slow in releasing confirmation of funding to Service
Canada.

	Maybe the government should be made aware of the consequences of
these delays.  Unfortunately, it is Service Canada's beleaguered front
line staff who often have to bear the brunt of people's frustrations.

Changing this to a December date, rather than May or June, would make =
much more
sense and would actually put the user into a more business like position =
for
planning and carrying out objectives.<o:p></o:p></span></font></p>

that others might have strategies that could work.&nbsp; The success of =
Foundations
is in their constitution and management &#8211; the development of which =
could
be an open and public input process that would be guided by the concerns =
of the
group.&nbsp; There are lots of models out there that could form the =
basis for
discussion.&nbsp; <o:p></o:p></span></font></p>

<p class=3DMsoNormal><font size=3D3 color=3Dblue face=3D"Times New =
Roman"><span
style=3D'font-size:12.0pt;font-family:"Times New =
Roman";color:blue'><o:p>&nbsp;</o:p></span></font></p>

of the
problems that I see is that institutions, small and large, have =
individual
strategies for growth of the funding base.&nbsp; This creates a =
competition for
slim pickings, both in the general market place, as well as for =
grants.&nbsp;
It creates a general development structure that sees both large and =
small
institutions following similar exhibit, analysis and housing strategies =
for
collections.&nbsp; Just look at the world class institutions &#8211; =
they are
all starting to look like they were plucked from the same alien =
world.&nbsp;
But, trends in museums and galleries are a fact of our lives.&nbsp; The =
other
fact is that support of these institutions often falls to people who =
began with
a dedication to the understanding, preservation and presentation of the =
Cultures
of humanity, not to writing grants, manipulating politics or to smoozing =
with
the powers that be in order to achieve this.&nbsp; I am suggesting that =
we
develop the strategy collectively and in as clear a manner as possible =
so that
when we lobby, it is not just a complaint, but a solution to a =
problem.<o:p></o:p></span></font></p>

<p class=3DMsoNormal><font size=3D3 color=3Dblue face=3D"Times New =
Roman"><span
style=3D'font-size:12.0pt;font-family:"Times New =
Roman";color:blue'><o:p>&nbsp;</o:p></span></font></p>

<p class=3DMsoNormal><font size=3D3 color=3Dblue face=3D"Times New =
Roman"><span
style=3D'font-size:12.0pt;font-family:"Times New =
Roman";color:blue'>Another issue
that has been addressed is age (15 to 30) and function (student) =
discrimination
for Young Canada Works and Canada Summer Jobs.&nbsp; The funding of =
these two
programs is based on an overall government imperative to assist young =
people
gain experience in the work force and is associated with other programs =
that
the Government funds.&nbsp; I question the rationale at this point =
because the
demographics of our area indicate that there are less young people and =
more older
people in need of the funding support &#8211; it is not the same as when =
the
programs were instituted.&nbsp; This has been making it very difficult =
to find
employees even when funds are made available &#8211; at least in our =
area (and
$8 an hour does not attract flies these days) &#8211; which has been the =
case
for about five to eight years.&nbsp; The combination of late arrival of =
funds
and a specific aspect (student, age groups) of individuals that can be =
hired
leads to a lot of wasted time, soliciting for employees, reviewing =
resumes, and&nbsp;
interviewing &#8211; something that is not considered as an aspect of =
these
grants.&nbsp; I had to solicit three different times because those I =
chose had
found jobs by the time I had the funding secured.&nbsp; I also had to =
return
the offer of funds for three placements because after the third round of
soliciting I did not have the time, nor did I have neither the energy =
nor the
rationale for continuing to seek employees.&nbsp; In other words, I =
wasted the
time writing the grants, reviewing resumes, carrying out interviews, =
hiring
people, going back to solicit some more, etc.&nbsp; This is not a =
productive
way in which to carry out business and makes me question the use of the
programs.&nbsp; However, there are political reasons for going through =
all of
the associated work &#8211; it looks good in the press and you might =
actually
have an advantage with the worker on hand.&nbsp; But, then there is the =
entire
training element each year.&nbsp; One hopes that the worker will go on =
to stay
as a member of the community, but there is not a lot of =
opportunity.&nbsp; Our jobs
as cultural workers are undervalued in relation to the return to the =
general
society.&nbsp; And, many of us look at it in this light &#8211; =
volunteers,
volunteers, volunteers.&nbsp; I would like to see someone in the =
manufacturing
field stand up and indicate that they spend 20 to 30 hours a month =
volunteering
to carry out the manufacturing of an object &#8211; you will never see
that.&nbsp; However, how many of you spend an extra hour or two a day =
plugging
away because you feel it is important?<o:p></o:p></span></font></p>

<p class=3DMsoNormal><font size=3D3 color=3Dblue face=3D"Times New =
Roman"><span
style=3D'font-size:12.0pt;font-family:"Times New =
Roman";color:blue'><o:p>&nbsp;</o:p></span></font></p>

for this lengthy dialogue, my intent is to stimulate the development of =
a
solution to a problem that most of us face.&nbsp; As I near retirement, =
I can
not help but think &#8211; just let it go &#8211; but do I really want =
the next
generation of museum workers to be a slave to this yearly feeding frenzy =
at the
grants trough?&nbsp; NO.&nbsp; I would rather have them devote their =
time to
the work that they have been trained to carry =
out.<o:p></o:p></span></font></p>

experience I needed.&nbsp;In the end,&nbsp;I don't think I found a =
substitute
for an internship or a&nbsp;student job. As a result, I have

start&nbsp;strategizing&nbsp;about
their careers.&nbsp;They need to be aware that&nbsp;there are employment
opportunities that are available now, which may not be there =
later.&nbsp; (That
said, in an economy where students have various options with&nbsp;higher
salaries, it is advice that is difficult to =
hear).<o:p></o:p></span></font></p>

also put forth it is not just BC North and Interior museums that are =
finding
student recruitment difficult. &nbsp;In Maple Ridge we received enough
applications to fill the positions that were funded by Canada Summer =
Jobs
however by the time we can actually confirm with our new hires that the =
funding
is in &#8211; they have taken other jobs that start earlier and pay =
more.<o:p></o:p></span></font></p>

money is there, however it is not helpful if we can not find the good =
students

BCMA is not willing to act as our agent on this issue perhaps we can =
draft a
letter to our MP&#8217;s with our concerns and ask for a review of the =

regard
to funding.&nbsp; I would suggest a series of changes with regard to =
grant
funding for the museum/library fields that depend on summer grant =
programs to
operate.&nbsp; It has been increasingly difficult to staff positions in =
the
north.&nbsp; The Businesses at Barkerville have been feeling the crunch =
as
well, as students and young people find positions that are more =
financially
rewarding prior to the disbursement of grants.&nbsp; This has been going =
on in
the business world for a little longer, but is similar to the issues we =
in the
museum community have been feeling for several years &#8211; outside of =
the
normal issue of having funding distributed at the wrong time of the year =
and
inconsistently &#8211; there are not sufficient young people to operate
effectively and the wages are not sufficient to attract young people =
from other
more lucrative opportunities.<o:p></o:p></span></font></p>

usually at
the beginning of April or thereabouts.&nbsp; Any delays in distribution =

voted funds are reflected in late adjudication of any grants.&nbsp; This =
is a
huge problem for recruitment purposes and for being able to sustain a =
normal
planning phase for the work flow.&nbsp; If grants were voted on for
distribution prior to April 1<sup>st</sup> &#8211; say by the end of =
December,
then we would be able to recruit with confidence that we can actually =
hire
someone to carry out a plan.&nbsp; As it is, we scramble each year when =
the
funds come down for both students and getting our programs in =
place.&nbsp; Last
year was a nightmare.&nbsp; This year, notifications were actually =
faster for
Young Canada Works, but a little on the slow side for Canada Summer =
Jobs.&nbsp;
The design of these grants is not for the consumer, but for the =
voter.&nbsp;
The amounts actually distributed are relatively small compared with most =
other
Government expenditures, especially in light of the fact that cultural
institutions add tremendously to the economy in relationship to real =
costs
&#8211; especially in non-suburban areas where they help circulate money =
in
regions where boom and bust is a fact of life, but also the back bone of =
the
general Canadian economy.&nbsp; Grants could be simplified by =
establishing a
body that the funds could be transferred to in the year prior to the =
actual
expenditures.&nbsp; It is not like we would be distributing huge sums of =
money
or setting up a body that does not already exist if it was say the BCMA =
or the
CMA.&nbsp; <o:p></o:p></span></font></p>

limits.&nbsp; I have been told by workers in the agencies that this =
would never
change.&nbsp; Not only are age limits discriminatory for older =
students/people,
it limits our ability to fill positions in an economy where young people =
are no
longer the group that should be targeted.<o:p></o:p></span></font></p>

Governments also
fear having employees and try to guard against this by not entering =
situations
where they are obliged to support an institution.&nbsp; There is the =
fear of
having to have large payouts for laying off people; fear of coherent =
collective
actions that might be a cost burden to the tax payer; fear of having a
capital/operational cost and a potential threat to their mandate and a =
fear
that anything that does not have an immediately visible return (i.e. I =
will
sell you this bag of chips for $1 and I get $0.30 cents for doing =
so).&nbsp;
Analysis of cultural value in real dollars has demonstrated time and =
time
again, that having a well functioning cultural institution that works =
with
other elements of our society provides not only the ephemeral emotional =
aspects
of respect for history/ideas/ideals/creativity, etc. but pays off in
cash.&nbsp; I am still trying to figure out why Scotland with not much =
more
population and a lot less land mass (than B.C.) can put in five times as =
much
money into heritage &#8211; remember this is Scotland, the land with the
reputation for having people who are quite prudent in their =
expenditures.&nbsp;
As a tax payer, I can see the obligation point.&nbsp; But, I can also
understand economics that point to a better method of dealing with the =
Cultural
situation.&nbsp; In the past I have suggested that a Foundation be =
established
for this purpose into which Governments might place endowments with the =
aim
towards stability in the Cultural sector.&nbsp; But, this was not =
commented on,
except for one person who indicated that they did not want to have =
another
foundation.&nbsp; But, I have not heard any other suggestions to effect
change.&nbsp; Is the status quo suitable then?&nbsp; Is this what people =
in the
Cultural sector want &#8211; late grants and no employees?&nbsp; Or, are =
these
concerns only for people like Rosaleen and myself &#8211; in the frozen
north?&nbsp; <o:p></o:p></span></font></p>

through for another 3 &#8211; 4 weeks.&nbsp; I have heard this is =
because the
government was slow in releasing confirmation of funding to Service =
