Hi Val,
We are in the same position. We never charged GST, only PST on things other than book. Because we receive less than $30,000 in revenue from our giftshop, we now don't charge any tax. This discovery was made after many hours spent on various government websites trying to comb through the confusion. The criteria that made this possible were 1. We are a not-for profit that makes less than $30,000 in giftshop revenue and 2. We never charged GST. If you fall in this category than you won't charge taxes.

Thanks for the information, Steven. But more than rebates, I'm
concerned about what to charge on goods and services. If we have never
been registered for GST, and have less than $30,000 per year in combined
sales and service income, do we just charge no tax at all?
