[BCMA] Transfer of Collections

It would seem to me that the original intent of the collection must be kept in mind. If you have a large collection of for example. bottles, or cars that are a representation of a topic they should be able to be deaccessioned or transferred without a problem. If you have items of local historical value everything should be done to keep them in the area- to follow the intent of the original donor.
