[BCMA] re professional development course funding

Following the thread regarding CRM courses offered only at the
University of Victoria, please note that the BC Arts Council has a grant
called Professional Development Assistance that supports artists, arts
administrators, curators and museum professionals' costs for short
course skills upgrading, amongst other things.
