The Lower Columbia Initiatives Corporation, (LCIC) Economic Development office is requesting proposals for the preparation of a study which will be utilized by the LCIC to determine the merits of proceeding with the construction of a building (the Centre) to provide the Lower Columbia Region with a first class visitor attraction that will celebrate the region's social, cultural, and industrial heritage by constructing a facility in the downtown area of the City of Trail that includes a Columbia River Interpretive Centre, Teck Interpretive Centre, the offices of the Trail and District Chamber of Commerce and Visitor Information Centre as well as the Trail Museum and Archives.
The study will identify the preferred location of the Centre, the estimated capital and operating costs of the Centre, the economic impact the facility will have on the Greater Trail region and include a conceptual plan of the facility.
Project Objectives:
Phase One
i. Consult with each of the stakeholders to determine their spatial requirements in the proposed Centre, including the provision for common and shared space.
ii. Identify potential sites in the Trail downtown area that would be suitable to support construction of a building the size required of the stakeholders and recommend a preferred site for the Centre.
iii. In consultation with the stakeholders, prepare a site analysis of the preferred site to determine the options available for the design and construction of the Centre on that site, including parking requirements, landscaping, public amenity areas, vehicular access (including RV's and tour buses), etc.
Phase Two
i. Prepare an analysis of the expected development costs of the Centre on the preferred site including building construction and site development (parking, landscaping, servicing, etc.) ensuring the development compliments the City of
Trail's plans for improvement of the Esplanade area and Jubilee Park.
ii. Propose an organizational structure (or develop options) for the proposed Centre including management and ownership of the facility and define the relationship of the stakeholders to each other in the Centre.
iii. Identify the economic impact the Centre may have on the Greater Trail area and Trail's downtown in particular, as well as the impact it may have on tourism in the region.
iv. Prepare a market analysis identifying tourism trends, tourism visitation projections or trends, and attendance patterns for the Centre.
v. Prepare a financial plan for the Centre identifying projected operating revenues, operating expenses and the financial viability of the Centre.
vi. Identify the benefits of having one facility housing the Teck Interpretive Centre, the Chamber of Commerce offices/VIC, the Trail Museum and Archives and the Columbia River Interpretive Centre (eg: shared services and space, shared staff, programming opportunities, visitor appeal, marketing).
vii. Recommend strategies for the development of a comprehensive public consultation process to collect public input regarding the construction of the Centre.
viii. Identify potential sources of funding for the construction of the Centre or any of its components.
ix. Involve all stakeholders in the study process.
