Hello

Any staff handling a firearm requires a PAL, so unless a PAL possessing “volunteer” transports,  installs, and secures the riffle (rifle?), such that no one else can access it, you’ll need someone on staff to get that certificate even that might not be enough. I believe you need an actual staff member to possess this license before you can keep it on the premises, and there are other restrictions on staff as well- see attached link from the RCMP.

Typically the collection manager, or the equivalent position would hold the license. I don’t know how long it takes to get those permits, versus the time left before destruction of the artefact, but you might want to consider contacting a local institution with such items (from past experience the Museum of Vancouver springs to mind, or perhaps the Vancouver Police Museum),  a licensed collector or perhaps a shooting club storage facility.  who might be able to temporarily house it for you. 

Of course that still leaves you with the issue of transporting it, but the rules for that are also detailed in the above link.

We have a director that has the POL and the Pal license and has handled our riffles for us .

I don't know if he can help but worth a try if no one else replies to you that are closer

At the Pitt Meadows Museum we have been offered a Winchester reflex action riffle that was used by a local farmer, pioneer resident and former mayor of the community.  He used it while serving in the local Coast Militia Rangers during World War II.  The problem we have here is that no one on staff has the necessary permits to transport or own the weapon.  Does anyone know if a Museum can recruit a volunteer with the necessary permits to act on behalf of the organization?  I do realize I could go looking for this information myself but I am hoping there is a reader out there who has been in the same position and came up with an interim solution.  The rifle is presently with the RCMP (they don’t have the answer) and is slated for disposal if we (or another suitable facility) does not take on the donation.

 

Any help is very much appreciated.
