[BCMA] Feasibility Study and expansion Process for Penticton Art Gallery

I have been asked to make some enquiries regarding the possible expansion and renovations to the Penticton Art Gallery.
We wish to remove an exterior wall and expand the storage and work space areas, retrofit the interior to improve the collections area, separate janitorial, art prep and collections spaces, and seal off the receiving area from the outside etc.
Renovations would include an upgrade to the HVAC system for collections storage as well as the general gallery .
The ultimate goal is to work toward achieving a "Class A "designation.
One of our initial concerns is the expense that may be associated with the cost of a feasibility study.
1.) Would a feasibility study be required for an approximately $ 3/4 expansion and renovation?
2.) If so, what are those costs, and is there a central contact source for these professionals?
3.) Are there funding sources for feasibility studies?
4.) Could anyone recommend a professional to prepare such a study at a reasonable cost?
5.) Is this a project which Cultural Spaces might fund ?
6.) Information on funding sources from private or public foundations, and potential government grants for studies/renovations would be appreciated.. or any other information on the expansion process is appreciated.
