[BCMA] Unknown artefact

Hello,

The Westbank Museum was recently given a box of these tiny Arabian inspired
mats. Does anyone know what they are or what they were used for? Our donator
had them in her grandmothers trunk, and believes they were sold in packages
with cigars or cigarettes.
