You are absolutely right.  Made in great variety, they were included as "gifts" or premiums in early 20th century cigarett packs and other product sales.    Here is an excellent link to information about them. http://cigarhistory.info/Premiums/Felts_and_Flannels.html

Doll House makers love them, so they are very saleable but, since made by the million, not costly.

If they have no meaningful local provenance, how about using them as starters for a kids/adults program or contest to build a model of a heritage room or an ancestor's house?

Hello,

The Westbank Museum was recently given a box of these tiny Arabian inspired mats. Does anyone know what they are or what they were used for? Our donator had them in her grandmothers trunk, and believes they were sold in packages with cigars or cigarettes.
