[BCMA] Film Digitization Project

Hello,
We are considering the feasibility of conducting an in-house digitization project of one of our photograph collections—which primarily consists of 35 mm black & white negative strips, but also includes some prints.
The last time that we undertook a photograph/negative digitization project we used a flatbed scanner (which needs to be updated/replaced).
Keeping in mind that we are a small institution, with limited budget, does anyone have any suggested favourite scanners for such a project? Also, has anyone used a slide scanner for film negatives? I am wondering if using a slide scanner would speed up the process of scanning negatives.
Any insight is appreciated.
