[BCMA] Mystery Object

It looks so much like a conventional car or truck tire, I would ask at a
Tire Shop, especially one with an old employee or owner, if they have any
ideas about it as a customer promotional thing or display prop.

The curious ting about this object is that it is not split equilaterally.
That means that if it is indeed a collar, the pipe, or whatever, around
which it fit would need to be either of a diameter smaller than the inside
ring, or the pipe would need to be squeezable.

Hello, everyone!

 

We're doing an inventory of our collections, and have come across this
object. It was catalogued simply as "metal object, good condition." It was
catalogued on its own, so there are no other objects associated with it to
help give it context, and, since it came to us as part of a large collection
from another museum whose records were "lost" (long story), we have no donor
information to help either.

 

Can anyone tell me what this is? Photo below.
