[BCMA] Recommendations re: Strat Plan & Board Development

We hired Vantage Point to guide us through our Strategic Planning process.
We worked mainly with Mark Friesen and I have nothing but great things to
say about him and the process. He has been extremely supportive and has
continued to offer us resources as we move forward.
