Heritage Conservation Planning: Contextual Framework Project

In partnership with the Provincial Heritage Branch, Heritage BC is seeking a consultant or consultant team to develop a framework recommendation that expands the typical approach to heritage conservation planning to take into account a greater context of influences on the built environment.
A principal goal of this project is to place the conservation of the built environment into a larger framework that includes the environmental, cultural, social, and Indigenous contexts. This project will produce a template to guide the research and conservation of other similar sites found throughout the province and to stand as a model for enhanced heritage research and conservation for the built environment. In addition to the deliverables listed below, the research and template will be further developed, with input from the consultant, into training sessions and documents to be delivered by Heritage BC. Delivery formats may include Heritage BC’s website, webinars, and the annual conference.
Elkington House will be used as a case study for this project. Built in 1895, Elkington House is located at Oak Park in the Municipality of North Cowichan and is currently owned by the Nature Conservancy of Canada.
Elkington House encompasses a full spectrum of heritage components including the area’s relationship with Indigenous peoples; the property’s establishment as an early pioneer farm that was retained by the same family for over 100 years; and the rare and intact Garry Oak ecosystem surrounding the house. These tangible, intangible, Indigenous, and landscape values intertwine to create a richer story of heritage significance.
The successful proponent will deliver:
* Heritage Conservation Plan including condition assessment, conservation measures, repairs specification and maintenance plan.
* Updated Statement of Significance including description of tangible and intangible, Indigenous, and landscape heritage values.
* Statement of cultural context and natural environment.
* Description Indigenous connections.
The successful proponent will also support the development of learning materials to be delivered in a variety of formats.
Expressions of interests must be received no later than December 7 at 5:00pm. The deliverables are due to Heritage BC by or before Friday, March 15, 2019.
In submitting an expression of interest, the applicant will describe relevant experiences, the process to be undertaken in the preparation of the deliverables, and a timeline. The applicant will also provide a requested fee that includes all expenses.
The intent of this proposal is to provide the necessary documentation that will lead to the successful conservation of Elkington House. It is anticipated that the document will identify items in need of conservation, by priority, and assign an approximate dollar value to each specified task. Additionally, these documents will provide a model that can be used for other similar sites found throughout British Columbia to offer a broad-based contextualization for heritage conservation.
Heritage BC will coordinate the evaluation of proposals in consultation with the Heritage Branch. The goal will be to identity the proponent that is most advantageous for the successful completion of the deliverables.
