[BCMA] Tax receipt for American Citizen....

Hello one and all,

This is James Calhoun from the Seaforth Highlanders of Canada Museum, a
military museum in Vancouver.

We have been contacted by an American living in California who is going to
be donating a one of a kind WWI item to our museum, valued in the 5k range
(depending on some variables).  It's a cloth kilt apron, with signatures of
WWI soldiers and an ink drawing on the front; this is one of our regimental
traditions when men serve overseas, and they're unique to our unit and
incredibly rare.

If he were Canadian, we'd issue a tax receipt, but he has no financial
dealings in Canada that would enable him to take advantage of this.

So my question is: can an American use a Canadian-issued tax receipt?  (I
suspect not).  Is there some other mechanism whereby we can issue a receipt
through some agency to be used by an American citizen against his US taxes?

This is the first time I've dealt with such an issue, and any help or
advice you can offer would be greatly appreciated.
