[NPSBC] Attempting another attachment

And what does a reply look like? Should the reply-to address be the 
list or the sender? I prefer the list, even though I know people get 
confused either way.

I see there's no way to approve an email but not send it through with 
an attachment, so the process is would be to reject an email posting, 
but ask people to resend and put a too-large file online in a separate 
place.
