<div align="left"><font face="Arial"><span style="font-size:10pt">As you may recall Ference Weicker & Company has been retained by
the City of Vancouver to assist with a review of the cultural grants and</span></font></div>
<div align="left"><font face="Arial"><span style="font-size:10pt">support programs delivered through the Office of Cultural Affairs</span></font></div>
<div align="left"><font face="Arial"><span style="font-size:10pt">(OCA). The purpose of the review is to assess the effectiveness of</span></font></div>
<div align="left"><font face="Arial"><span style="font-size:10pt">these programs and make recommendations for change based on
current trends, needs, best practices in the arts and cultural community
and in the context of available resources to deliver such programs.</span></font></div>
<div align="left"><br/>

<div align="left"><font face="Arial"><span style="font-size:10pt">The review process involves consultation with key stakeholders
through interviews and input via an on-line survey, as well as follow-up
focus groups to workshop some of the major themes emerging as a
result of the consultations. These focus groups will be held in late
January and early February 2008. </span></font></div>

<div align="left"><font face="Arial"><span style="font-size:10pt">The final Cultural Grant Program Review and Implementation Strategy</span></font></div>
<div align="left"><font face="Arial"><span style="font-size:10pt">report is expected to be finalized in April 2008. Staff will then report to
City Council with findings, options and recommendations for moving
forward.</span></font></div>

<div align="left"><font face="Arial"><span style="font-size:10pt">Because your input is important, the Office of Cultural Affairs is</span></font></div>
<div align="left"><font face="Arial"><span style="font-size:10pt">reissuing the survey and extending the deadline to November 30th,</span></font></div>
<div align="left"><font face="Arial"><span style="font-size:10pt">2007. As a key stakeholder, we invite your input through one of two</span></font></div>
<div align="left"><font face="Arial"><span style="font-size:10pt">online surveys: </span></font></div>
