Determining Significance of Historic Resources
HA 489C (1.5 units); distance offering

Defining the heritage value or significance of a historic place or resource=
 is the foundation on which any heritage conservation process is built. Thi=
s course begins with an exploration of the range of historical, aesthetic, =
social, and scientific values that establish the character-defining element=
s of historic resources, including buildings, structures, historic district=
s, and cultural landscapes. Various methods of inventory and evaluation, fr=
om numerical scoring systems to systems that establish historical contexts =
of thematic studies, are discussed, along with their roles in guiding subse=
quent conservation planning and decision-making.

This course develops your ability to:

 *   apply the principles of values-based management in designing an assess=
ment or evaluation methodology
 *   articulate the different ways in which significance or value can be un=
derstood
 *   design a variety of different assessment or evaluation systems, depend=
ing upon program goals
 *   critique different evaluation methods
 *   design an evaluation program that meets program management and stakeho=
lder requirements
 *   write a statement of significance
 *   describe the role of determining significance in the conservation proc=
ess

Instructor: Alastair Kerr
Alastair Kerr is an expert in heritage planning and historic resource evalu=
ation, and is a leading theorist in heritage conservation in Canada. He hol=
ds a BA and an MA in art and architectural history from the University of V=
ictoria. For the past thirty-three years Alastair has worked for the Britis=
h Columbia Heritage Branch where he has had extensive experience in policy =
development, strategic planning, historic resource evaluation, historic sit=
e and heritage planning, heritage law, public consultation and participatio=
n programs, downtown revitalization, dispute resolution, and training. Curr=
ently Alastair is the Manager of Heritage Programs in the Heritage Branch, =
Ministry of Tourism, Sport, and the Arts.

Course Outline

This course provides a comprehensive approach to determining significance, =
based on a values-based management approach to heritage conservation. The a=
pproach begins with identifying the purpose of a conservation program or pr=
oject, traces this purpose through the types of heritage values that may be=
 applicable (historical, aesthetic, social, cultural, scientific or spiritu=
al), determines kinds of heritage resources (objects, buildings, structures=
, historic districts, and cultural landscapes) and the range of stakeholder=
s who may have an interest in the values and resources, in order to define =
the program or project's identification and evaluation criteria.

Once the criteria have been established, information requirements can be de=
fined and evidence gathered, analyzed and assessed. The final step in deter=
mining significance is to write the conclusions as a statement of significa=
nce, expressing the significance that has been determined.
