[BCMA] Help identifying an Artefact

Hi Jim,
I took the photo to our historical meeting today and one member owns one
of these. He says it is used for Boat Chinking for pounding oakum
between joints in wooden boats and barges.
It was interesting to pass it around and get everyone opinion but Allan
seemed to know what he was talking about.
