[BCMA] Anyone bought the Canadian Subsidy Directory?

I think it is spam worthy, although I can't be sure. I've also received these messages.

Can one be optimistically suspicious?

Hi folks:

Has anyone bought this directory?  Is it worthwhile?  We were spammed here at the Italian Cultural Centre with an order form and there might be interest from my coworkers in such a directory.

I am pessimistically suspicious.

Any advice?
