[BCMA] Gaming grants

We asked for $3,500 and received $1,750.  It would perhaps be advantageous
to anticipate scaling down our program, but often the commitments are
already in place.  Then we either must make the necessary changes quickly to
our plans or ask others to fill the void.  Nothing can be counted on, but
multi-year funding could at least take the edge off this instability.

We applied for a Community Gaming Grant for just under $20,000 and have just
learned that we were awarded $5,000.  Last year we were not successful,
however in several of the previous years we were awarded what we requested.
Another local heritage group requested $14,000 and was awarded $3,000.  Just
wondering how everyone else is making out with this grant.
