[BCMA] Gaming grants

Hi Barb,

We have been a direct access client for many many years. We were one of
the "three year" agencies as well and this year marked our first
re-application in several years.  We were cut by roughly 32% over
historical levels.  Our award came with a request that we more closely
align our Constitution with the programs they are funding with us
(children and youth programming - Afterschool Care, Summer Day Camps,
Outreach, Heritage Fair primarily).  

The truly perplexing part (it really wasn't a huge shock that our gaming
funding was cut back) is that we appear to be in an either/or situation
between Gaming and BC Arts Council.  

The Arts Council also cut our funding this year and included the
comments (essentially) that the work we are doing with our children in
our afterschool care and preschool programs, represent mission drift.  

So do we alter our Constitution as Gaming has requested in order to
protect that funding, or do we shift from our very successful work in
the area of life-long learning and early engagement to focus on what the
BC Arts Council apparently sees as our sole mission; collection and
preservation of artifacts.  In my view the two thrusts are not mutually
exclusive, we have never drifted from our core "Museum" work regardless
of the Arts Council assessment. Given that neither of these funders
provide total funding for any area of our work, between the two they
represent approximately 8% of our gross revenue, I'm rather frustrated.

This will make for a very interesting September Board Meeting here at
The Exploration Place.

Thank you Barb for posting this...BCMA has received notification of an
award 35%-less than last year's actual award (after the second 50% came
March 30, 2011), and even less than the requested amount.

"On the street" I have heard that several sports groups have similarly
received at least 25% less than last year's grant. Some have speculated
that this may be in part due to the current Gaming Review process. Some
have wondered if there would be a similar "balance" payment later this
fiscal year, perhaps dependent on results of the Gaming Review process &
options presented to the Province.

It would be helpful if others who have received their funding
notifications posted their outcomes to this listserv to see if there is
a sector-wide trend; and/or if there are any accompanying qualifying
assessment remarks regarding the level of funding.
