[BCMA] Gaming grants

Maple Ridge Museum and Archives was reduced from $30,000 to zero for the
2009-10 grant year, restored to $15,000 for the 2010-11 year and then
granted a second $15,000 in March of this year. For 2011-12 we're back
to $15,000.
We have always asked for $60,000 on the understanding that we're most
likely to get half or less of what we ask for. The near total lack of
communcation between granting agency and recipients has led most
recipients - at least I suspect so - to ask for double what they really
need in order to meet actual requirements. Any that haven't have
suffered as a result.
Some stability would be greatly appreciated. As it is now, I don't
commit to anything until the money is actually in the bank account.
