Thanks for the quick and highly informative response, Ron.
A very impressive roster of your railway heritage outfits. Can honestly say I've visited and enjoyed eight of them, and now have a good list to seek-out more.
I can add few ideas or insight into the collecting and preservation problems itemized by both David Monaghan (1990) or James Lanigan (2001). Each hits the nail squarely on its head: too many pieces of equipment acquired with insufficient resources to either protect or properly exhibit them. And those words were written a decade and two ago!
Here's a couple of suggestions I do have:
a.. Turn an upcoming CCRH meeting into a symposium on the topic of unloading redundant equipment, listing the formal steps.
b.. Get a federal grant to study first the five BC outfits' holdings. This review must be aimed at discovering and describing both how to achieve quality over quantity collections, as well as how to find and gather sufficient resources for each outfit in turn to survive for a generation.
Canada's railway heritage apparatus is not unique among our country's museums. All of them are feeling intense heat these days. Remember the ecologist's adage for any species: "Adapt or Die".

Indeed, such an organization does exist. The Canadian Council for Railway Heritage is an umbrella organization, founded in the west and reaching central Canada. Attached is a link to the CCRH website.

Can certainly understand the need to keep such a holding as your's under a critical mass. As you know, many of the collections of vintage rolling stock across the country are too large for their available resources - trackage, shops, volunteer labour, restoration funds, etc. Has there ever been any thought at a collaborative effort to get federal funds for a qualitative study that would identify on both regional and national levels what motive and rolling stock need be preserved on historical grounds? That is, specific existing pieces?
It would be more than welcome to see a major culling wherein redundant pieces would be sold-off for scrap, containers, parts, etc. and the proceeds turned exclusively to restoring and preserving the, say, 25 - 30% that remains.
A sanctioned, systematic effort along that line is highly preferable to the sad decline of one outfit after another having to peel this piece or that off its roster without any benefit other than having fewer items to rust away.
Does a strong national railway preservation association exist? If not, could one be formed?
