[BCMA] Fee for Research Policy

Hi Lee,
We conduct research requests on a by-donation basis, although I don't
believe the policy is heavily enforced. I would definitely look into
establishing a fee for developers and professional consultants. We have
not had many requests from similar folks, although the last time we
provided a developer with photos from our archives for use in a new
project, we had a very difficult time contacting them in order to take a
photo of the finished product for our own records. In the end we gave up
trying to get back in touch with them. This has left us a little wary
about working with developers for free. Perhaps a fee and a contract of
some sort would be helpful...?
