[BCMA] Seeking information on municipal operating grants

That is not necessarily true. You need to apply to gaming to fund
programs that your FFS doesn't already fund. We have had gaming funding
for two programs for a decadeas well as a FFS - they just cover
different aspects of the operation. The gaming funded parts would not
happen if we lost that grant.
