I looked into treating a bible like this a few years ago. What I discovered is that they were cheaply made by cutting corners when binding the book this means that the binding falls apart easily and is difficult to repair. Repairing it may be more trouble that the book is worth. If it has good provenance and not going on display I would be more inclined to make a custom book enclosure for it. This way you can move it around without it being damaged any further.
If you are going to put it on display it I would contact a book conservator, maybe CCI would be willing to work on it? We might be able to do something here in our conservation lab but I would need to have a closer look at the book to understand what is happening and have a little bit more information on what your plans are for the book.
