about the new Community Economic Recovery Infrastructure Program. This is
an excellent opportunity, but one you will need to take quick action on
- it is critical that you have a BCeID number. If you do not have a number,
you must apply for it this week or your ability to submit an application
could be at risk.

As I hope you know, the Province announced a new fund program that is
likely the largest investment in heritage infrastructure in BC history.
This is an extraordinary opportunity for the heritage sector and an
opportunity for the sector to contribute to the economic recovery of
communities and the province.
Today (Thursday, October 1), the intake portal opens to receive
applications. It is not necessary to rush your application as it will not
be assessed until late November. However, it is critical that you have a
BCeID number. *If you do not have a number, you must apply for it this week
or your ability to submit an application could be at risk.* See the
information below for more details.
Through an agreement with the Heritage Branch, Heritage BC is available to
help with the application process and my colleagues, Laura and Jennifer,
and I are ready to help. Of course, we cannot guarantee funding (decisions
will be made by peer juries), but we will do our best to ease the process
and help you make a strong case. Please do not hesitate to get in touch.

Greetings,
This week, the Province released details for the Community Economic
Recovery Infrastructure Program, which includes a funding stream for
“Unique Heritage Infrastructure”. With a funding envelope of nearly $20M,
this is the single largest fund ever to be rolled out by the Province to
support heritage infrastructure in BC’s communities.
You will find all the details here: www.gov.bc.ca/CERIP
If you intend to apply for funds, it is critical that you ensure you have a
BCeID number. If you need a number, please visit:

We highly recommend you submit a BCeID application this week, as there is
a good chance processing will be delayed. Further information about BCeID
is on pages 7 and 8 of the program guide.

You will also be required to request access to the Province’s Local
Government Information System(LGIS), which is the portal for funding
applications. Please refer to page 8 of the program guide.

Eligibility is described in the program guide, pages 4 to 6. In summary:
- Not-for-profits, local governments, and Indigenous
governments/organizations are eligible
- Eligible projects: for construction, development, economic investment,
or cultural heritage works including renewal, rehabilitation, expansion or
material enhancement of a community public project; be community/and or
visitor-oriented, open for use to the public and not limited to a private
membership;
- Unique Heritage Infrastructure will support shovel-ready projects to
conserve, repair, rehabilitate or develop cultural heritage infrastructure,
including heritage structures, cultural heritage sites, landscapes and
trails or that is infrastructure associated with an historic place that:
- Supports the safeguarding and transmission oral history and/or
cultural heritage knowledge, traditions, practices, crafts and building
stewardship;
- Supports cultural heritage documentary history research; and/or
- Houses and safeguards cultural heritage materials and belongings,
including repatriated Indigenous materials.

The Province has prepared extensive information that is currently available
on the program website <http://www.gov.bc.ca/CERIP> and program guide.

We will highlight some key points here:
- The application portal will open on October 1 and will close on
October 29. There will be no extensions or exceptions to the dates.
- Applications will be peer reviewed by the end of November and
successful fund recipients should receive notices by the end of December.
- Your proposed project must start before December 31, 2021 and be
completed before March 31, 2023. The timeline permits for two construction
seasons. Funding cannot be applied retroactively; program activities
must start after approvals have been announced.
- A final report will be required.
- A key focus of the program is economic recovery and you must take that
into consideration when preparing the application and, later, the final
report. You should consider questions such as: How does my project
stimulate local economy? Who will be employed through this project? How
much will they be paid? What are the ongoing economic effects? Will future
job positions be created?
- Heritage will be interpreted broadly. See page 10 of the program guide
for more information.
- New infrastructure is eligible, but it must have the purpose of
conserving heritage (an example might be a shed to protect a railcar).
- Applicants will not be required to provide matching funds; the
program will
cover expenses up to $1M.

You will note in the criteria that you are required to describe the
heritage values of the site and how the “Standards and Guidelines for the
Conservation of Historic Places in Canada” will be applied to the project.
