[Bcma-l] Photo releases for website images

New Years greetings to one and all,
Our Museum & Archives is planning to re-design its website and to
produce a new brochure. We want to add more photographs of activities
and programs, and we have been searching through numerous images taken
in recent years at Museum-related events, programs, and activities.
Some of the activities were "public events" (i.e., they were open to all
and took place in parks and other outdoors spaces). Some of the
activities were "private events" (i.e., they required pre-registration
and took place inside one of our facilities). We do not have model
releases from the adults and children in any of these photos.
I am wondering whether we are free to use these images in our new
website and brochure. Should we limit our selection to the ones taken at
public events? Should we add a disclaimer on our site regarding the use
of these photos?
If anyone has advice about using such photos on our website and in
promotional materials, I'd appreciate hearing from them.
