If the ends are smooth, it may have been used as a turner for sewn belts
or straps. I use a short hard plastic straw for smaller tubes. You
fitthe inside out sewn tube over the pipe and scrunch it up so the end
is visible. Then you use a piece of dowling or something like it to push
the sewn end of the tube through the tube so you can grab it at the
other end. Pull it all the way through and your tube is now right side out.
